On November 21st, our university held an expanded meeting of the Party Committee’s theoretical learning center group to study General Secretary Xi Jinping’s speech at the reception commemorating the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti Fascist War, as well as the “Regulations on Ideological and Political Work of the Communist Party of China”, “Implementation Measures for the Responsibility System of Party Committees (Party Groups) Ideological Work”, “Opinions on Supervising and Promoting the Implementation of the Responsibility System for Ideological Work (Trial)” and other contents. Party Secretary Chen Liang presided over the study meeting and delivered a speech.

Chen Liang emphasized that General Secretary Xi Jinping’s important speech reviewed the arduous and remarkable years of the Anti Japanese War and interpreted the great spirit of the war. As the main battlefield for cultural inheritance and education, universities shoulder the important mission of inheriting the red genes. The spirit of solidarity and fearlessness towards violence forged by the Chinese people during the Anti Japanese War is a vivid teaching material for cultivating the patriotism of young students. We need to integrate the spirit of the War of Resistance into the entire process of “great ideological and political education”, continuously strengthen young people’s understanding of history, and establish a sense of responsibility for “building a strong country with ourselves”.

Chen Liang stressed that the “Regulations of the CPC on Ideological and Political Work”, as the first guiding law on ideological and political work in the history of the Party, provides clear guidance for us to do a good job in ideological and political work in colleges and universities. To continuously consolidate the main battlefield of the classroom, promote the deep integration of ideological and political courses with professional courses, and make theoretical education deeply ingrained in the mind and heart. We need to continuously expand the educational scene and carry out cultural education and other work based on the characteristics of young students. We need to strengthen the responsibility of teachers’ ideological and political work, integrate value guidance throughout the entire process of education, teaching, and scientific research, and implement the fundamental task of cultivating morality and talents.

Chen Liang emphasized that the “Implementation Measures for the Responsibility System of Ideological Work of Party Committees (Party Groups)” have put forward higher requirements for ideological work. We must adhere to the leadership of the Party committee, the leadership of the Propaganda Department, and the division of labor and cooperation among various departments and colleges, forming a work pattern of joint management and control. We should regularly conduct ideological risk assessments, seize opportunities early, and solve problems in their infancy. The Opinions on Supervising and Promoting the Implementation of the Responsibility System for Ideological Work (Trial) provide strong guarantees for the implementation of the responsibility system for ideological work. The university discipline inspection commission should strengthen supervision, timely discover and point out weak links and potential problems, and relevant units should carry out rectification as soon as possible. Serious accountability should be held for departments and individuals who fail to fulfill their responsibilities effectively.

Chen Liang pointed out that this central group learning is not only a ideological tempering, but also a guiding action. The whole university should take this learning as an opportunity to transform the learning results into practical work results. One is to continuously deepen theoretical armament, and carry out in-depth learning through forms such as the central group learning of the Party branch (directly affiliated Party branch) and the “Three Meetings and One Lecture” of the Party branch. The second is to continuously improve the mechanism of ideological and political work, refine work measures in accordance with the requirements of the “Regulations”, and enhance the pertinence of ideological and political work. The third is to strengthen the ideological defense line, strictly implement the requirements of the two systems, and guard the ideological battlefield on campus. The fourth is to promote the transformation of achievements, combining the effectiveness of learning with the implementation of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the scientific formulation of the school's “15th Five Year Plan”, and making greater contributions to the cultivation of new era talents who shoulder the great responsibility of national rejuvenation.

Members of the Party Committee Theory Learning Center Group, Wang Yongqin, Ji Lihuai, and Li Huilin, conducted learning and exchange speeches in conjunction with their respective responsibilities. The heads of relevant departments and the Marxist Academy attended the meeting as observers.
