Recently, China Institute of Internal Audit announced the results of the theoretical study of internal audit in 2024, and the paper titled Practice and Reflection on Conducting 'Shadowing' Audit Work in the Procurement Field of Colleges and Universities, written by Song Shuang, Xue Zhuo, and Duan Weibin from the Audit Office of our university, was awarded the excellent paper of the theoretical study.
In order to thoroughly study and implement the spirit of the First Meeting of the 20th Central Audit Committee and implement the requirements of "like an arm controlled by the mind," "like a shadow that follows closely," and "like thunder that pierces the ears" in internal audit work, the China Institute of Internal Audit has determined the theme of the 2024 theoretical seminar as "How to Achieve High-quality Development of Internal Audit Like a Shadow That Follows Closely, and Like Thunder That Pierces the Ears, to Achieve High-Quality Development of Internal Audit," and carry out theoretical research paper solicitation activities. Based on audit projects, Professors Song Shuang, Xue Zhuo, and Duan Weibin, with their solid work foundation, innovative audit concepts, and effective rectification and implementation, started from analyzing the current issues in the procurement field of colleges and universities, proposed conducting "full-cycle" audits in procurement work, and took the procurement audit project of University S as a practical object to establish an audit model in which auditors participate throughout the entire process of project establishment, implementation, acceptance, and use, achieving real-time two-way coordination and interaction between audit rectification and result application. They also summarized suggestions and countermeasures to support the implementation of "shadowing" audit work in the procurement field of colleges and universities.
This theoretical seminar was open to member units of the China Institute of Internal Audit and audit institutions in various provinces and cities. The paper submitted by teachers from our university successfully passed the selection of the Hebei Provincial Audit Office (Hebei Provincial Audit Society) and was one of the five recommended papers for the paper review of the China Institute of Internal Audit . Ultimately, it stood out from the 377 collected papers and was awarded the excellent Internal audit Theory research paper of 2024 by the China Institute of Internal Audit .
This award is a vivid reflection of the Audit Office of our university's continuous study and understanding of the important speeches of General Secretary Xi Jinping on internal audit work and its adherence to the leadership of the Party in audit work. It demonstrates the high ability of teachers from our university in refining and transforming audit results and further highlights the Audit Office's mission to enhancing the effectiveness of audit supervision and improving governance efficiency. In the next step, the Audit Office will continue to deepen and solidify research-oriented auditing, promote greater progress in internal audit theoretical research and practical exploration, and contribute to the high-quality development of internal audit work in the university.
